The Power Beneath the Throne
The Council of Nine is the highest advisory and territorial governing body beneath Queen Orenda’s throne. Each councilor oversees one of Anoura’s nine major territories, known as Spires, and holds influence across military, cultural, political, and economic spheres.
Though every councilor is technically subordinate to the Crown, their loyalties and ideologies are far from unified. Behind the elegance of council chambers lies a quiet ideological war over what Anoura should become.

Vexa Halron and Jorim Val’Sen represent the two futures fighting for Anoura’s soul. Vexa imagines a compassionate civilization built through shared voice, growth, and reform. Jorim imagines an empire secured through structure, dominance, and command.
